â¶Ä‹â€‹California's System of Support

â¶Ä‹â€‹â¶Ä‹â€‹California’s System of Support is focused on improving the outcomes of California’s students. The purpose of California’s System of Support, articulated in California Education Code (EC) Section 52095.5(b)  is to build the capacity of LEAs in each of the following areas:

  1. â¶Ä‹Support the continuous improvement of student performance in each of the eight state priority areas described in EC sections 520â¶Ä‹60(»å) and 52066(d).

  2. Address the gaps in achievement between student groups identified in EC Section 52052.

  3. Improve outreach and collaboration with community partners to ensure that goals, actions, and services described in school district and county office of education (COE) Local Control and Accountability Plans (LCAPs) reflect the needs of students and the community, especially for historically underrepresented or low-achieving groups.

As such, SCCOE’s Continuous Improvement and Accountability department provides three levels of training and support to LEAs and schools:

  • Level 1:  General Support and resources provided to all LEAs & Schools

  • Level 2:  Differentiated Assistance is a targeted support available to LEAs that meet eligibility requirements set by the State Board of Education

  • Level 3:  Intensive Intervention provided to LEAs that are identified as having persistent performance issues and lance of improvement over four consecutive years

Differentiated Assistance

Districts that have been identified as eligible for Level 2 Technical Support, based on the 2022 California School Dashboard are provided support through a hybrid model that includes in-person training, individualized LEA coaching and opportunities for networking.  Our overarching goal is to help LEAs and their schools meet the needs of each student they serve, with a focus on building local capacity to sustain improvement and to effectively address disparities in opportunities and outcomes.

Working as a partner, our support is differentiated for each district, based on district identified problems of practice and root cause analyses.  Both Improvement Science tools and Implementation Science tools are used in the training.  The foundation for this work is the examination of each district’s current system through the lens of the MTSS framework: system structure, data, and practices.
