JOB ANNOUNCEMENT
Applicants are guided solely by the information outlined in the job announcement, including final filing periods, examination dates, and other particulars, except when superseded by federal, state or local laws, rules or regulations.
In the event three or fewer applicants meet the minimum requirements for a classification, the Classified Personnel Services reserves the right to modify the examination methods and rank candidates based on an evaluation of each candidate's training, education, and/or experience.
Unless otherwise noted, applicants must possess the minimum qualifications required in the job announcement. Application materials must be received, in Classified Personnel Services, by the final filing date. Required qualifications must be maintained throughout employment. Any error which misrepresents the SCCOE or nature of the classification will be corrected through a revised job announcement. In such cases, the final filing date for accepting applications may be extended and the examination schedule may be changed.
EMPLOYMENT APPLICATION
Applicants must clearly demonstrate the minimum qualifications through submission of a completed Employment Application to Classified Personnel Services. Submitted applications and other required documents are property of the SCCOE and are not returnable.
Supplement Applicant Questionnaires.
Job announcements for management, highly specialized, or technical classifications may require applicants to provide specific information relating to their qualifications through a supplement application. Supplement application responses must be included and submitted with other application materials.
Restricted Position Questionnaires.
Positions funded through the Head Start or State Preschool Program may be categorized as "restricted." State and Federal guidelines for these programs require consideration of the most qualified candidates as well as other qualified candidates from amongst groups disadvantaged economically, socially, or through previous restricted program service eligibility. Job announcements for restricted positions require applicants to submit a questionnaire requesting economic, family size, and other Head Start Program related data.
Certificates, Licenses, or College Transcripts.
Job announcements for positions in job classes whose functions are responsible for database administration, network/technical support, occupational and physical therapy as well as teacher assistant positions in Head Start or State Preschool Program require applicants to submit official certifications, licenses, and/or transcripts described in the respective job announcement.
Applicants not possessing or submitting official documents will be disqualified from further consideration.
EXAMINATIONS
The type of examination or examination component for determining the eligibility of candidates will be described on the job announcement. Scores on written examinations and oral or oral/performance examinations may be standardized when it is determined there are significant differences in scores due to multiple or simultaneous oral panels. Classified Personnel Services reserves the right to revise the examination procedures as deemed necessary to meet the requirements of law.
Candidates are provided with the opportunity to review the regulations relating to oral panels prior to their oral examination. Candidates should carefully read these regulations and discuss any questions with the Commission staff member
prior to participating in the examination.
All candidates will be required to present government issued identification showing a photograph at each part of the examination.
APPLICANTS WITH DISABILITIES
As required by law, reasonable accommodation will be made to ensure the participation of qualified applicants with disabled in the examination procedures. Applicants with disabilities must submit their request for an accommodation in writing, and submit this information with the employment application and any other required materials. If necessary, the Director will contact the applicant to discuss, clarify, or if necessary, deny the request if it is determined to be "unreasonable."
APPEAL PROCEDURES
Written appeals and protests concerning the contents of job announcement, rejected applications, and examination procedures, must be received by the Director of Classified Personnel Services, within five business days of the applicant's notification of rejection, disqualification, or examination score. Appeals or protests do not disrupt or delay examination or selection procedures; therefore, appeals and protests should be submitted as soon as practical. Petitioners will be notified in writing concerning their appeals.
Decisions by the Director of Classified Personnel Services may be appealed further to the Personnel Commission.
SENIORITY CREDIT IN PROMOTIONAL EXAMINATIONS
Job announcements are designated as "promotion only" or combined "promotion and open" examinations. Persons employed by the SCCOE in a permanent or probationary classified or certificated position (including provisional appointments) as of the final filing date for application materials, qualify to be considered as a promotional candidate. Such employees are entitled to a maximum of five additional promotional points for service to the SCCOE. Seniority points are awarded to promotional applicants upon satisfactory completion of qualifying examinations.
ELIGIBILITY LISTS
The purpose of an examination is to establish a list of qualified persons eligible for employment in the respective job class or position. Depending on the classification, an eligibility list will remain active for a period of six months or one year. Separate lists are established for each job classification or for positions, in the same classification, located in northern or southern areas of the county.
Candidates are ranked on an eligibility list according to their final score (after all appropriate examination weightings have been applied) in the examination. Eligibles receiving the same final score are given the same rank and listed in alphabetical order. For job classes not including an examination, "Rule of the List" method will be implemented where candidates are listed alphabetically. Vacant positions are filled from among the available candidates according to the methods established for the particular list. This rule is stated on the job announcement and on the list.
IDENTIFICATION/RIGHT TO WORK
All persons employed by the ·¬ÇÑÉçÇø Office of Education are required to comply with the Immigration Reform and Control Act of 1986 by presenting documents to verify identity and authorization to work in the United States.
APPOINTMENT
After receiving a conditional offer of employment, prospective employees may be required to pass a medical examination, which may include drug testing. Education Code mandates that persons employed in public education be free of tuberculosis; therefore, prior to official employment, new employees must submit medical examination results (dated within the last 60 days) demonstrating their freedom of tuberculosis. Periodic tuberculosis testing is required for continued employment.
Education Code also requires appointees to be cleared prior to assignment to any position in direct contact or access to school age children. Employment clearance is conducted through submission of fingerprint images to the Department of Justice. Eligibles recommended for positions with driving requirements or responsibilities must provide proof of automobile insurance that satisfies the insurance requirements of the ·¬ÇÑÉçÇø Office of Education. Qualifications must be maintained throughout employment. Classifications, represented by labor unions, may provide special provisions or benefits related to terms of employment and working conditions as outlined in the terms of the respective labor agreement between the SCCOE and authorized representative.
